I think they didn't post the final numbers so no one would find out how they manipulated their guidelines. They had 7 or 8 teams with 4A numbers playing in 5A, and teams with 5A numbers playing in 4A.

Blame Horry County Schools ---> Carolina Forest

If Horry County would adjust their attendance lines they could have 6, similarly sized schools, in a single region.
