The member schools ARE the SCHSL. If they want to change things, they can.

We don't need new rules for Football in SC, we just need an impartial governing body to enforce the ones that we already have. Charter Schools are not in compliance with existing attendance zone rules, and should only be able to compete in their own private classification.

The SCHSL is only the mouthpiece for the member institutions who can afford to pay them the most money. Rules are definitely not enforced even-handed. They are enforced according to lobbying and political cronyism. But it has been this way for at least 60 years now.

You might want to research which schools have 'lawyered up' and sued. They weren't this bunch.

The SCHSL doesn't want to take a pay cut.

This has nothing to do with the SCHSL or A and AA schools. This is a legislative issue. Rules were passed in March of 2020 that would have greatly restricted charter schools, private schools, and one high school districts in their ability to take transfers. When the charter and private schools sued, the judge determined that the rules violated state law. The General Assembly has put in place legislation that states charter and private schools must be treated like traditional public schools when it comes to athletics. So, until something is changed in the laws, or someone comes up with an outside-the-box idea, nothing can really be done.

There was a proposal prior to the last realignment that would have factored poverty level, economic status, and proximity to cities into realignment. This would have probably forced all charter and private schools to play up at least one classification. For some reason, the plan was dropped late over the summer. Not sure why, but these are the types of plans/ideas we need. Things that are equally applied to all schools, but really only hurt certain schools, without violating current law.
